Is an annual test required?

Minnesota Rules 4714.0603 require backflow devices and assemblies to be tested when installed, repaired or moved, and at least once a year after that, or more often where the local authority requires.

For testable assemblies (ASSE 1013, 1015, 1020, 1047, 1048 and 1056), Minnesota's code says inspection intervals may not exceed one year.

Which properties need a backflow preventer

Under Minnesota Rules 4714.0603, the person in control of a backflow device or assembly must keep it in good working condition, and a defective one must be repaired or replaced.

Who may do the test

Minnesota's plumbing code requires the test to be done by a certified backflow assembly tester following ASSE Series 5000.

Minnesota Statutes 326B.437 say no one may test a reduced pressure zone backflow prevention assembly without a backflow prevention rebuilder certificate or a tester certificate from the commissioner.

How the test report is filed

The tester dates and signs a tag on the assembly with their Minnesota tester certification number, and on a community public water system the test records go to the local authority and the water supplier within 30 days.

The public water supplier must be told within 30 days after a testable backflow prevention assembly is installed on a community public water system, and within 30 days after one is removed.

Shakopee Public Utilities requires every backflow test to be done by an ASSE certified tester, who submits it through The Compliance Engine within 30 days of the test.
