Albuquerque Bernalillo County Water Utility Authority: backflow testing rules

Who must test

• Customers using hazardous materials must install backflow devices at the service connection, and all non-residential irrigation systems need a PVB, SVB or RP approved by the Water Authority. Source.
• Customers must have containment and isolation assemblies tested at least once a year by a certified backflow prevention assembly tester. Source.

How the report is filed

• Test reports go to the customer and the Water Authority within seven calendar days of the test, or the test is void and must be redone. Source.

Tester registration

• Only testers certified by the Water Authority may test; certification requires an approved training course with written and practical exams, renewed every three years. Source.
• Testers and repairmen renew certification every three years with an approved 8 hour course plus 16 hours of continuing education, or else a 40 hour course. Source.
• Testers submit gauge calibration reports annually; tests made with a gauge lacking a yearly calibration certification are void. Source.

Fees

• All customers are assessed an annual administrative fee plus gross receipts tax for each backflow assembly; the amount is set in the Water and Sewer Rate Ordinance. Source.

If a test is missed
