When the test is due

Testers must submit completed backflow tests through BWP's SwiftComply portal, and unregistered testers can register there. Source.

Fee

If no test reaches BWP by the due date, BWP may hire a plumber to test and bill the owner the full cost plus a $65.00 administrative fee. Source.

Report form

Customers with a backflow device get a notice and test form in the mail one month before the month the test is due. Source.

If a test is missed

Failing to submit a passing test is a cross connection violation, and non compliance may lead to water service termination or fines. Source.

• From July 1, 2026, meter protection testers need certification from an organization recognized by the State Water Resources Control Board; LA County certification will no longer count for that work. Source.
