Lehigh County Authority: backflow testing rules
Serves Allentown, PA; Lehigh County, PA. Every point below comes from Lehigh County Authority's own pages, linked; check your notice for your own deadline.
Who must test
- Owners of non-residential premises must have required assemblies tested within 30 days of installation and every year after, at their own cost, and keep test and repair records for seven years. Source.
How the report is filed
- Owners must send LCA all test reports and maintenance records within 14 days after a test, repair or overhaul; the tester gives the owner a copy within seven days. Source.
Tester registration
- The policy defines a certified tester as a trained person approved by the authority, who must use authority approved test procedures and LCA forms. The New Connections page points customers to a NEWWA certified tester line at 844-605-5213. Source.
If a test is missed
- LCA may discontinue service to premises whose owner has not complied within 30 days of written notice, and immediately where there is a serious health threat. Failed assemblies must be repaired or replaced within 30 days. Source.
Program
- Lehigh County Authority's backflow and cross connection policy (dated May 1992, still linked on its New Connections page) protects the public system by containment, meaning an assembly on the customer's service line. Source.

Finding a tester Lehigh County Authority accepts
We found no tester list on Lehigh County Authority's own pages. Use a state certified tester, and check your notice in case it names the testers or the portal it accepts.
Before you book, ask the tester:
- Are you registered with Lehigh County Authority?
- Will you send the test report to the utility for me, and how?
- When is my report due? The date is on your notice; the tester needs time to test, repair if needed and file.
