Saratoga Springs City Public Works: backflow testing rules

Who must test
- Every new business with a backflow prevention assembly is inspected before the certificate of occupancy is issued, and the owner must have the assembly tested every year. Source.
- The city does not allow residential cross connections, or any cross connection without a backflow prevention device. Source.
Notices and deadlines
- Assemblies must be tested by a certified backflow technician at least once every 12 months (more often where the hazard is great) and within ten working days of initial installation. Source.
How the report is filed
- After a test, one copy of the report goes to the owner at once and one copy must reach the Public Works Department within 30 days. Source.
Tester registration
- Testing must use a 3 or 5 valve test kit with valid annual certification under the latest Division of Drinking Water approved procedure. Source.
- Only certified backflow assembly technicians may test, maintain and repair assemblies; the technician tags each assembly with its serial number, test date, tester and license number. Source.
- A technician who fails to report a failing assembly to the water supplier within five days may have the certification revoked. Source.

If a test is missed
- If an assembly fails, the customer gets 15 days at high or health hazard locations, or up to 30 calendar days at low hazard locations, to repair it. Source.
