Arlington Water Utilities (City of Arlington): backflow testing rules

Serves Arlington, TX. Every point below comes from Arlington Water Utilities (City of Arlington)'s own pages, linked; check your notice for your own deadline.

Who must test

  • Under the Backflow Prevention Chapter of the City Code, assemblies are tested after installation, when moved, after repairs, before re-occupancy of premises vacant a year, and at least once a year for all assemblies protecting against health hazards. Source.
  • Commercial owners must install a premise isolation assembly through a plumbing contractor; residential customers are exempt from premise isolation on domestic water lines. Source.

How the report is filed

  • Testers submit complete original, signed and dated reports on city-approved forms and report results to the Regulatory Authority within ten days of testing, giving a copy to the property owner. Source.

Tester registration

  • No certified tester may work in the city without first registering with the Regulatory Authority; applicants register annually, show TCEQ certification, show gauges hold plus or minus 0.2 psid accuracy, and pay an annual registration fee set by City Council. Source.
  • After notice and hearing, the city may revoke a tester's registration for reasons including expired insurance or failing to register test kit serial numbers or calibrate gauges annually. Source.

Fees

  • Owners register each health or high hazard assembly annually and pay a nonrefundable per-device administrative fee set by City Council resolution, which may appear on the water bill. Source.

Approved testers

  • The chapter requires the city to keep a current list of registered certified testers. Source.

If a test is missed

  • Violations are misdemeanors and each day is a separate offence; strict liability offences carry fines up to $500, and offences with a culpable mental state up to $2,000. Allowing an unregistered tester to test is itself an offence. Source.

Finding a tester Arlington Water Utilities accepts

Before you book, ask the tester:

  • Are you registered with Arlington Water Utilities?
  • Will you send the test report to the utility for me, and how?
  • When is my report due? The date is on your notice; the tester needs time to test, repair if needed and file.

The company is on a water utility's own approved list (the second badge names the list). That is the utility's approval, not a state license, and it counts for that utility.
