City of Gresham: backflow testing rules

Who must test

  • Each backflow assembly must be tested first on installation and then once a year. Source.
  • Gresham Revised Code 5.55.030 says no irrigation system may be installed without at least a double check valve assembly (DCVA); a reduced pressure backflow assembly is required where chemical injection is used. The city brochure adds that atmospheric vacuum breakers are not allowed in Gresham or Rockwood because they cannot be tested. Source.

How the report is filed

  • Records of tests, repairs, and overhaul must be kept and copies sent to the manager (code 5.55.030). The brochure says test reports go to the water provider on completion. No portal is named. Source.

Tester registration

  • Gresham Revised Code 5.55.030 says inspections and tests are at the customer's expense and performed by a certified tester approved by the manager, and the customer must notify the manager 48 hours before tests. Source.

Fees

  • All customers required by state law to have backflow assemblies pay a charge for each assembly to cover administration of the state-mandated cross connection program; the fee is set by council resolution (amount not stated in the code). Source.
  • A customer may ask the city to perform the annual inspection and test and pays a fee per assembly tested, set by council resolution. Source.

  • The city shall discontinue water service to any premises if a required backflow prevention assembly is not installed, tested, and maintained. Source.

Program

  • The City operates a state-mandated backflow prevention program; common cross-connection sources include lawn sprinklers, pools, hot tubs, heating and cooling systems, fire sprinklers, and solar systems. Source.
