Rockwood PUD: backflow testing rules

Who must test

• Just under 1,400 of 13,200 service connections are regulated; those customers must install approved assemblies, test annually, and certify to the District that devices work. Source.
• Assemblies must be tested by an Oregon State Certified Backflow Tester at installation, annually, after any repairs, if moved, or after a known backflow incident. Source.

Notices and deadlines

• Owners receive a Test Required Notice from Rockwood Water showing a location code to give the tester. Source.

How the report is filed

• Approved testers file results electronically. Owners can view results by registering on the backflow Customer Portal at palladium.formlinksystems.com (Formlink Systems Palladium) using their location code. Source.
• For new services, Rockwood Water PUD staff must be present during the initial backflow test and receive a copy of the passing report before permanent service is granted. Source.

Tester registration

• Rockwood lists testers approved to file test results electronically for Rockwood Water who are certified by the Oregon Health Authority; it gives no referrals beyond this list. Source.

If a test is missed

• Rockwood Water PUD may discontinue water service for failure to install or test a required backflow assembly under OAR 333-061-0070. Source.

Program

• Rockwood Water PUD runs an OHA-required cross connection control program to identify and eliminate unprotected cross connections and certify that protected ones are maintained. Source.
