Springfield Utility Board: backflow testing rules

Who must test

• Homes with irrigation sprinklers, booster pumps, boilers, geothermal heating, or medical equipment need assemblies; commercial, industrial, public, and multifamily (more than 4 units) users must also comply. Source.
• Irrigation systems on SUB water require a Reduced Pressure Backflow Assembly; a DCVA is not allowed for new installation, and PVBs and AVBs are replaced by RPBA. Source.

Notices and deadlines

• SUB Water Division sends letters notifying customers of their duty to test, and the assembly must be tested by a state-certified tester by the date in the letter. Source.

How the report is filed

• The tester returns the original signed test report to SUB Water Division by mail or by email of a high-quality scan within 10 calendar days of the test date, and gives the customer proof of submission. No portal is named. Source.

Tester registration

• Testers must be OHA certified; testers approved to work within Springfield follow both the OARs and SUB's Cross-Connection Control Program Standards, and adhere to SUB's Certified Backflow Assembly Tester Code of Conduct. Source.

If a test is missed

• If no action is taken after notice, SUB may shut off water service until a test is scheduled, passed and verified. Failed assemblies must be repaired or replaced and retested within 10 days. Source.
