City of Killeen: backflow testing rules

Who must test
- If a backflow device is on a property it must be tested every year, whether or not the system is used; to avoid testing the sprinkler system must be fully removed by a certified plumber or tester. Source.
- All backflow prevention assemblies must be tested at least annually and immediately after any repair, maintenance or relocation; repeat failures may require more frequent testing. Source.
Notices and deadlines
- Since July 2, 2023, customers receive the annual backflow test due notification letter from Backflow Solutions, Inc. (BSI). Source.
How the report is filed
- A state certified tester performs the test and submits the results to BSI by mail, email or online. Source.
Tester registration
- Testers no longer need to be on a City of Killeen tester list; BSI tracks tester licensing, certifications and equipment calibration in its portal. Source.
Approved testers
- The City of Killeen Certified Backflow Prevention Assembly Tester List is no longer required; customers contact BSI for a list of testing companies. Source.
If a test is missed
- The city ordinance says water service will be terminated if a property owner fails to comply with backflow rules, including testing and maintenance. Source.
