Gwinnett County Department of Water Resources: backflow testing rules

Who must test
- Backflow assemblies must be tested annually, when installed, repaired or relocated, or as the Department specifies, by Gwinnett County approved testers with a GAEPD recognized certification. Source.
- The program requires commercial properties and HOA subdivision customers with pools and irrigation to install backflow assemblies tested every year; all irrigation systems need one under the state plumbing code. Source.
How the report is filed
- Testers submit Backflow Device Test Data Maintenance Reports online through the county's Backflow Tester Web Access login. Source.
- Passing or failing reports must reach the Backflow Prevention Office within 15 days of the field test; late reports are refused and the tester must retest at no charge to the customer. Source.
Tester registration
- To be on the approved list a tester needs a state recognized tester certification, current test kit calibration, a business license, proof of insurance and a signed Gwinnett County Tester Acknowledgement Form; the application goes to dwrbackflow@gwinnettcounty.com. Source.
- The county no longer reminds testers of expired documents; each tester must keep current certification, business license and gauge calibration on file with DWR. Source.

If a test is missed
- Under Section 114-57, the Director may discontinue water service when a required assembly is not installed, tested and maintained. Source.
- If corrections are not made in the allotted time, the customer gets a certified letter of intent to terminate, and termination starts 10 days after receipt. Source.
