Tucson Water (City of Tucson): backflow testing rules

Who must test

  • There are more than 30,000 backflow prevention assemblies in the Tucson Water service area, and ADEQ requires each to be tested annually by private certified testers. Source.
  • The backflow ordinance requires an RPA, or a PVB/SVB where allowed, on separately metered or unprotected irrigation systems and construction water services. Source.

Notices and deadlines

  • Tucson Water notifies the customer at least 45 days before each assembly's compliance date, and a compliance test may not be done more than 45 days before that date. Source.

How the report is filed

  • Only certified testers already registered with the Tucson Water Backflow Section may submit test results online through the iBAK data entry system. Source.
  • The tester must submit test data online directly to Tucson Water within 5 days of completing the test; failing results not repaired the same day are also submitted. Source.

Tester registration

  • Testers must be certified by the California-Nevada Section AWWA, the Arizona State Environmental Technical Training Center or another ADEQ-approved authority, and both the tester and test equipment must be registered with the Backflow Section. Source.
  • Test equipment must be calibrated annually by an agency approved by Tucson Water, and a copy of the calibration certificate is submitted to keep equipment registration. Source.

Fees

  • Tucson Water assesses a fee when the four day notice is delivered, and a separate compliance fee when service is discontinued. Source.

  • Tucson Water provides a list of certified backflow testers registered with Tucson Water; testers are independent contractors. not downloaded). Source.

If a test is missed

  • If results are not received, Tucson Water delivers a four day notice (with a fee), then discontinues water service and adds a compliance fee to the bill if results still are not received. Source.
