Beaufort-Jasper Water and Sewer Authority (BJWSA): backflow testing rules

Who must test

• Irrigation serving a commercial account, and fire sprinkler systems other than qualifying single family residential systems, must be protected by an approved RP device or air gap. Source.
• Testing must be performed by a BJWSA Approved Backflow Prevention Assembly Tester, annually and whenever an assembly is replaced or returned to service after repair. Source.

Notices and deadlines

• BJWSA mails a notice 30 days before the annual test date if a passing report has not already arrived; notices are a courtesy and testing remains the customer's responsibility. Source.

How the report is filed

• Testers fax or email completed reports with the BJWSA Field Test Report Cover Sheet within ten business days of the test. Source.

Tester registration

• An Approved Tester is an independent contractor certified by SCDHEC and approved by BJWSA. Source.
• Testers must attend BJWSA Tester Orientation, held about every other month, and bring a current SCDHEC certification card. Source.

If a test is missed

• BJWSA disconnects water service the first business day after the annual due date if no passing test is received, unless the Utility Compliance Supervisor approves otherwise. Source.
• For fire line backflow non-compliance both potable and fire line service are disconnected, with fire authorities alerted 72 hours before. Source.

• BJWSA's cross connection control program aims to eliminate the danger to public health from cross connections; higher hazard customers must install an RPZ assembly. Source.
