Cape Fear Public Utility Authority at a glance

When the test is due

Every assembly is inspected and tested when installed. Owners test annually, except residential irrigation assemblies that do not apply chemicals, which are tested at least every three years. Source.

How the report is filed

Backflow forms, including the Test and Maintenance Form, can be sent through CFPUA's online contact form or delivered to 235 Government Center Drive, Wilmington. Source.

Approved testers

91 companies on Cape Fear Public Utility Authority's own list, read October 6, 2026, each with a "Utility-Approved Tester" badge on its card here. The list.

Who must test

• All construction sites, commercial and residential, need a reduced pressure principle assembly on the water service; afterwards the contractor may switch to protection that fits the hazard. Source.

Approved testers

• CFPUA links a Certified Backflow Testers PDF from its backflow page. Source.

Program

• The construction site RP installation needs a CFPUA permit and inspection plus a New Hanover County plumbing permit. Source.

From notice to filed report, the steps are the same everywhere: how a backflow test goes.
