Lancaster County Water and Sewer District: backflow testing rules

Who must test
- Medium hazard customers must have an approved double check valve assembly and are responsible for annual testing at their expense and for submitting results to LCWSD. Source.
- High hazard customers must have a reduced pressure backflow prevention device, installed and initially tested by a licensed plumbing contractor, and tested annually at their expense. Source.
- LCWSD requires annual testing by a certified tester of all backflow prevention devices, and may require more frequent tests. Source.
- Low hazard residential lawn irrigation systems get a residential dual check that LCWSD owns, maintains and replaces at most every 15 years. Source.
How the report is filed
- The certified tester gives the owner a written report and submits a copy to LCWSD, which keeps reports for five years. Source.
Tester registration
- A certified tester is anyone holding a current SCDHEC backflow prevention device tester certification card. Source.
If a test is missed
- A compliance date of no more than 30 days after the test date is set for repair, replacement and retesting of a failed device. Source.
- If the owner does not provide a certified test within 30 days of a repair notice, LCWSD schedules a test, bills the owner, and terminates service if maintenance was not done. Source.
