Carmel Utilities: backflow testing rules

Who must test
- Reduced pressure principle assemblies and pressure vacuum breakers must be tested at intervals not exceeding six months, or annually if installed on an irrigation system. Source.
- Double check valve assemblies and double check detector assemblies must be tested at intervals not exceeding one year. Source.
- A backflow prevention device is required on all commercial domestic water service lines, downstream of the meter; fire sprinkler systems need a double check valve assembly, or an RP if chemicals are used. Source.
How the report is filed
- All backflow device installations must be inspected and tested by a certified tester, with a copy of the test report sent to Carmel Utilities, before domestic or fire service starts. Source.
Tester registration
- Testers are certified by the State of Indiana after a 35-hour training class, a written exam and hands-on device tests; Carmel Utilities and Aqua Backflow do not test devices. Source.
Fees
- Backflow replacements require a Backflow Replacement Inspection; a re-inspection due to failure or equipment not ready costs the same as a trip charge (rate not stated). Source.
