City of Bloomington Utilities: backflow testing rules

Who must test

• BMC 9.24 requires customers to have backflow preventers tested at least once per year by an Indiana licensed backflow tester; failed devices must be repaired or replaced and retested. Source.
• Irrigation backflow preventers must still be tested yearly unless the system is disconnected and the preventer removed; CBU has temporary (one year) and permanent removal forms. Source.
• Past-due letters go to customers with a backflow device on a water service, fire service or irrigation service; each device must be tested annually and results submitted to CBU. Source.

Notices and deadlines

• Aqua Backflow mails yearly reminder notices for CBU; tests must be completed and uploaded by the tester by the deadline in the notice. Source.

How the report is filed

• Testers submit results to trackmybackflow.com, the recordkeeping software CBU uses, administered by Aqua Backflow. Source.

Tester registration

• Testers register with Track My Backflow through Aqua Backflow's tester registration page, submitting business information, license and test kit information, and must be approved before submitting. Source.

If a test is missed

• Failure to meet the notice deadlines can result in further enforcement action from CBU. Source.

• CBU's Backflow Prevention Program reviews plans, inspects and tracks testing history; its requirements are in Chapter 9.24 of the Bloomington Municipal Code. Source.
