City of Lawrence Utilities: backflow testing rules

Who must test

  • Lawrence Utilities customers whose home or business has a required backflow device must have it tested annually, under 327 IAC 8-10 and City of Lawrence Resolution No. 1, 1996. Source.
  • All commercial facilities need a Reduced Pressure Zone device on the domestic line; fire lines connected to the public supply need a Double Detector Check Assembly; irrigation systems need a Pressure Vacuum Breaker. Source.
  • Customers cannot avoid testing by not using an irrigation system or deactivating a fire suppression system; only physically disconnecting and removing the system ends the requirement. Source.

Notices and deadlines

  • The City of Lawrence sends notification to all customers with backflow devices when tests are due. Source.

How the report is filed

  • Devices must be tested by a State-certified backflow device tester and copies of the test reports sent to the utility. Source.

Fees

  • If required test certifications are not submitted, the utility sends a qualified technician to perform the test and applies an $80.00 testing fee to the customer's account. Source.

If a test is missed

  • If a required backflow device is tampered with, bypassed or removed, the property owner may face water service disconnection and fines, and liability for damages if contamination results. Source.
